RICHMOND, Va. - Dominion, one of the nation’s largest energy producers, Thursday named Robert M. “Bob” Blue, counselor and policy director to Virginia Gov. Mark Warner, to the post of managing director–State Affairs and Corporate Public Policy, effective July 1.

Since 2002, Blue has advised the governor on all legal issues related to his office and the cabinet, coordinated review of legislation and supervised policy development and legislative relations. He will report to Eva S. Hardy, senior vice president-External Affairs and Corporate Communications, and William C. Hall Jr., vice president-External Affairs and Corporate Communications.

Blue, a Charlottesville, Va., native, graduated in 1989 from the University of Virginia with honors, and in 1994 from Yale Law School, where he was editor-in-chief of the Yale Law and Policy Review. He will help lead Dominion’s government affairs teams in Virginia, North Carolina, West Virginia, Pennsylvania, Maryland, the Northeast and Mid-America and direct the public policy group.

Also joining the Dominion legislative team will be James W. “Jim” Beamer, former legislative liaison for Virginia Gov. George Allen, and president of JWB Consulting Co. Beamer, who has been a contract lobbyist for the company, will have his contractual duties expanded to become Dominion’s chief lobbyist for the Virginia General Assembly. Beamer, a graduate of Old Dominion University, has worked in numerous state and legislative campaigns and has headed his own lobbying firm for the past nine years. He also served as finance director to the Virginia Joint Republican Legislative Caucus.
